Chapter 188 in Massachusetts: Understanding the Referendum Petition

A Parish Notice and Invitation to Prayer

As Catholics, we are called to uphold the dignity of every human life and to pray for our families, communities, and those entrusted with public responsibilities.

A recent Massachusetts law, Chapter 188 of the Acts of 2026, has prompted a statewide referendum petition concerning abortion legislation.

We would like to share information about this effort so that parishioners can learn more about the law and the petition process.

What Is Chapter 188?

Chapter 188, titled An Act Prioritizing Patient Access to Care, was approved on August 10, 2026.

The law changes Massachusetts abortion regulations, including provisions concerning physician judgment and medical review.

A referendum effort has since been organized by the Compassionate Care Coalition, which seeks to suspend and repeal the legislation.

Understanding the Petition

Under Massachusetts law, eligible voters may petition for a statewide referendum on certain laws enacted by the Legislature.

The organizers have identified two signature requirements:

  • 37,289 certified signatures to place the repeal question on the 2028 ballot.

  • 49,716 certified signatures to seek suspension of Chapter 188 while the referendum process proceeds.

Important deadline: October 23, 2026

Signed petition sheets must be submitted to local city and town clerks for certification by the stated deadline.

A Call to Prayer for Massachusetts

Whatever challenges our Commonwealth faces, we must never underestimate the power of prayer.

Let us especially remember:

  • Unborn children and expectant mothers

  • Families facing difficult pregnancies

  • Mothers and fathers in need of practical and spiritual support

  • Healthcare professionals

  • Our Governor, legislators, and public officials

  • All those who are suffering, frightened, or in need of God's mercy

We encourage parishioners to offer a Rosary, Holy Hour, or small sacrifice for these intentions.

May Our Lady guide our Commonwealth, strengthen families, comfort those in difficulty, and lead all souls closer to her Divine Son.

Our Lady of Guadalupe, Patroness of the Unborn, pray for us.

St. Catherine of Siena, pray for us.
